Kansas Enlists Advisors For Economic Development ‘Border War’ Truce

Kansas Secretary of Commerce Pat George named seven state and local officials from the Kansas side of the Kansas City metropolitan area to serve on his Border Challenge Advisory Committee. (He doesn’t like to call it a war). The effort, which the governors of Kansas and Missouri have verbally endorsed, is aimed at ending the practice of luring Kansas City-area companies from one side of the state line to the other with state tax incentives.

The focus currently is on the Missouri General Assembly. State Sen. Ryan Silvey, R-Kansas City, filed a bill that would prohibit state incentives for businesses moving between any of four border counties in Kansas and four border counties in Missouri. The measure would have to be reciprocated by the Kansas Legislature before it would go into effect, Silvey said.

But George said Kansas’ truce may well take the shape of an administrative policy rather than state legislation.
