St. Louis County audit flags possible duplicate payments to vendors, other concerns

Potential duplicate payments to vendors of as much as $10.9 million were among the findings in a wide-ranging audit of St. Louis County government released Wednesday.

The audit, conducted by the Brown Smith Wallace accounting firm, identified 4,456 potential duplicate payments in the 18-month period ending June 30 based on various combinations of the same vendor, invoice number or invoice account.

The report also flagged other areas of concern, such as some vendors’ having the same address, name, phone number, bank account or Social Security number as a county employee, which may indicate violations of conflict of interest laws.

County Executive Steve Stenger said the audit, a centerpiece promise in his successful campaign for executive last year, didn’t specify that any fraud or wrongdoing had actually occurred. Stenger said each instance in the audit will be reviewed to determine what happened.
