Senate Hears Case For, Against Ameren Surcharge

The Senate is considering a proposal to  let Missouri’s investor-owned electric utilities get fast-track state approval of surcharges on customers’ bills, instead of going through full-blown rate cases to get reimbursed for capital costs. Ameren Missouri’s president portrayed the plan as a simple way to update aging power plants and transmission lines to make them safer and more reliable. But consumer advocates and big industrial electricity customers told the committee that the bill would let the utilities spend money with little scrutiny from regulators and no recourse for those stuck with the cost.
