New Missouri Law Imposes Hurdle For Insurance Exchange

Legislation signed by Missouri Gov. Jay Nixon requires insurance counselors get state licenses before they begin helping consumers shop for health plans on the exchange. But no state regulatory framework is in place, and the law bars them from providing advice about features or recommending a specific plan. Critics say the restrictions are anti-consumer, unnecessary and may violate federal law. Insurance agents and brokers sought the law, and they say it will keep unscrupulous counselors out of the insurance business and make sure the information they disseminate is correct. Others contend they’re really concerned about losing market share.
