Noel Torpey, R-Independence, said it’s “crystal clear” that citizens are hopeful for Medicaid expansion and reform. Torpey, chair of the Citizens and Legislators Working Group on Medicaid Eligibility and Reform, said the group has heard testimony from about 30 citizens through two meetings, and none of the testimonies have been against Medicaid expansion.
