The proposed merger of Omnicom, which owns St. Louis-based FleishmanHillard, and Publicis would create the world’s largest advertising agency. But the deal will face fierce scrutiny from antitrust regulators and is raising additional concerns because the new company would represent competitors like beverage giants Coca-Cola and Pepsi and telecom rivals Verizon and T-Mobile.
