Emerald Automotive’s plan to open a $170 million plant in Hazelwood that would employ 600 people building hybrid electric delivery vans is closer to becoming a reality.

Emerald Automotive, a startup auto-maker owned by a British clean-energy firm, is closing in on a funding deal with an unnamed, private source that Emerald says is a “global auto manufacturer.” The company initially sought a green-auto loan from the U.S. Department of Energy but withdrew its application for that funding.
