Environmental Protection Agency Administrator Gina McCarthy will visit a farm in Missouri and talk to business people in Kansas City this week to push a proposed rule that expands and clarifies water covered under the Clean Water Act. Supreme Court rulings muddied the definition. Critics have called the proposal a power grab and potential drag on the economy that would put even puddles under the purview of the EPA. Some agriculture groups have lined up to oppose it.
McCarthy is scheduled to address a luncheon of the Kansas City Agribusiness Council on Thursday. However, she is not scheduled to address the EPA’s recent proposal to reduce carbon emissions by 30 percent.
