Missouri among the worst-ranked states for energy efficiency

Missouri’s drop in the rankings comes despite a state law allowing investor-owned utilities to earn a return from efficiency programs, aligning their profit motive with programs that reduce energy demand.

The study bases 40 percent of its score on utility policies. Missouri lost points in its evaluation due to ACEEE’s decision to penalize states that have an opt-out provision in their utility efficiency programs, which charges a rate based on usage. At least seven large electricity consumers have opted out this year.
