Silvey taking new approach in effort to expand Medicaid

State Sen. Ryan Silvey, R-Kansas City, is trying again to expand Medicaid in Missouri, despite repeated assurances from members of his own party that the Republican-controlled legislature will not approve expansion.

Silvey’s new plan to expand the health care program for the poor calls for Missouri to apply for a block grant from the federal government to operate the program. That, Silvey said, would free Missouri from many of the strings that come with federal money to expand Medicaid — a measure called for by President Barack Obama’s Affordable Care Act.

Under Silvey’s proposal, the Missouri Department of Social Services would seek approval to operate MO HealthNet under a block grant through the creation of a fund that would allow individuals making up to 138 percent of the federal poverty level to be eligible for Medicaid.
