Senate: Governor can’t extend stadium bonds without vote

Gov. Jay Nixon would not be allowed to extend bonds to fund a new football stadium in St. Louis without a vote by legislators or citizens under a measure approved Thursday by the Missouri Senate.

The measure, which passed the Senate by a 26-5 vote, follows an earlier assertion by Nixon’s office that it didn’t need a vote to approve the extension of bonds for the St. Louis stadium project, which seeks to keep the Rams in St. Louis.

The bill would also allow the state to use up to $200 million in bonds for unspecified repair and maintenance projects.
