A long-delayed plan for a multipurpose youth athletics facility in Chesterfield is now being moved to Belleville, Ill., where it will be part of a $50 million hotel and restaurant development.

Although the Belleville City Council has yet to officially approve the proposal, officials are planning to break ground on the 11-field development Tuesday afternoon.

David Thorman, the project’s developer, said that Kansas City-based Global Sports International remains committed to Chesterfield. But Thorman and Chesterfield officials say the project can’t move forward in the St. Louis suburb without St. Louis County contributing $2 million it allocated last year for upgrades to the proposed site.

That spending appears unlikely since St. Louis County Executive Steve Stenger said he is hesitant to provide funding to a project that would compete with the county’s expansion of tournament soccer fields in Maryland Heights.
