Missouri Among States Balking on Insurance Exchange Mandate

The deadline to apply for a state health insurance exchange is less than a month away, but many states have made limited progress in planning and implementing the online marketplaces mandated by the 2010 federal health care law.

Proposition E on Tuesday’s ballot would amend Missouri law to prohibit the governor or a state agency from establishing an exchange without the consent of voters or state legislators.

If a state chooses not to run its own exchange, the law mandates that the federal government will step in and establish one for it.
