Senator targets ethics reform with massive proposed amendment

Sen. Rob Schaaf, R-St. Louis, filed a 56-page amendment to the Missouri Constitution that would reform state ethics laws.

The bill, SJR 13, is a condemnation of practices that have become commonplace among Missouri legislators. It would be one of the largest changes ever to the state’s constitution.

The proposals in Schaaf’s resolution include a three-year cooling off period for lawmakers before they can become lobbyists; individual contribution limits of $500, $1,000 and $1,500 for candidates for House, Senate and statewide office, respectively; and a $200 cap on lobbyist donations to candidates or committees.
